Another word for kidnapping?

I am writing a book and a part of it has the government kidnapping huge amounts of people and keeping them in a building against their will and then they do experiments on them. I thought of using the word "internment," but there is not a war in the story, no one has committed any crimes, they are not being held for political reasons and not all of the people are Japanese. Can i still use the word or is it only associated with Japanese internment camps during World War II? If not, any ideas for other words i could use?
